May 2014: The House Bio Names Him 29th Vice Commandant

The May 12, 2016, House witness biography states that Neffenger became the 29th Vice Commandant of the United States Coast Guard in May 2014. Harvard NPLI and CNA later bios use the same ordinal. The Senate roll-call page for his 2015 nomination lists him as Peter V. Neffenger, of Ohio, to be an Assistant Secretary of Homeland Security — the statutory title that accompanies the TSA Administrator job.

They put a vice admiral in the TSA job. Fine. Then the same man chairs a U.S. voting-company board and volunteers on an incoming DHS review team. The Coast Guard rank is not the problem. The later two hats are.
